Bump werelogs to 8.2.4 to make error logging work everywhere in cloudserver.

Incorrect fix version

The Fix Version/s in issue CLDSRV-939 contains:

  • None

Considering where you are trying to merge, I ignored possible hotfix versions and I expected to find:

  • 9.3.12

  • 9.4.0

Please check the Fix Version/s of CLDSRV-939, or the target
branch of this pull request.
